Hawaiian Electric continues urgent restoration work in Lahaina

In continued partnership with federal, state and county agencies, and with the clearance to re-enter parts of Lahaina, Hawaiian Electric is continuing urgent restoration work to restore power to all remaining customers in the Lahaina area and rebuild portions of the damaged electric system to ensure safe and reliable power to West Maui customers spanning from Olowalu to Kapalua.
As of Aug. 25, Hawaiian Electric crews had completed repairs to bring over 95% of those Maui customers who were affected by outages in West Maui and Upcountry back online. In September, Maui emergency management officials requested for Hawaiian Electric to begin rebuilding electrical infrastructure to serve critical customers in and around Lahaina. This work enabled power to be restored to wastewater pumps, traffic signals and telecommunication services. Currently, crews are continuing repairs to restore an approximate 300 remaining customers in Lahaina, including the Wahikuli area. In the last two weeks, with more areas being cleared for re-entry by emergency response officials, crews restored power to about 350 customers in the Kahoma Village, parts of Puamana and Upper Kapunakea area.

Hawaiian Electric has extended the suspension of service disconnections for all Maui customers through at least Nov. 6. Maui customers who are financially challenged by the devastating wildfires will not have to worry about their electric service.
The Public Utilities Commission recently ordered the extension of the disconnection moratorium which was previously set to end Oct. 17. Any threat of immediate disconnection unless payment is made during this time should be treated as a scam. Depending on future circumstances, this special assistance period may be extended.
Host Housing Support Program

The County of Maui, American Red Cross, Hawaii Community Foundation and the Council for Native Hawaiian Advancement have announced a newly-launched Host Housing Support Program to offer financial support to households providing shelter for individuals and families displaced by the Maui wildfires.
The Host Housing Support Program will provide monthly stipends of up to $1,500 to eligible households who are providing shelter to individuals and families displaced by the Maui wildfires.
The program provides eligible households $375 for each displaced individual housed. The money goes directly to the host family and is capped at $1,500 per host household.

Shift and Save pilot program postponed, revised

Hawaiian Electric has postponed the start of the new Shift and Save pilot program for approximately 17,000 residential and business customers who were selected at random to test time-of-use (TOU) rates on Oahu, Hawaii Island and Maui, by order of the Public Utilities Commission. Hawaiian Electric will notify these selected customers about this postponement by email or postal mail.
For Oahu and Hawaii Island customers who were previously identified for the study, the TOU rates and study will begin on Feb. 1, 2024, instead of Oct. 1, 2023. The PUC also temporarily suspended the commencement of the program on Maui. However, eligible Maui customers may voluntarily enroll in the TOU rates at their own discretion.
Meals for Maui

Maui Huliau Foundation has pivoted its plans for its annual Food & Film Festival and will instead be hosting a youth-centered meal service volunteer day to support the Maui community in this time of need. In collaboration with volunteer chefs, youth will work alongside them to prepare, package, and deliver lunch service to various community hubs in need of a hot meal. If you and your ohana are in need of a hot meal, please visit one of the sites listed on the flyer this Saturday, Sept. 23, 2023, between 12 p.m. and 1 p.m. Meals will be distributed on a first-come, first-served basis.
Hawaiian Electric begins restoration work in Lahaina at request of Maui Emergency Operations Center

In continued partnership with federal, state and county agencies, and with the clearance to re-enter parts of Lahaina, Maui emergency management officials have asked Hawaiian Electric to start replacing poles and other electrical equipment that were damaged by the windstorms and wildfires in and around Lahaina. This work will restore power to wastewater pumps and telecommunication services and improve electrical service reliability to surrounding residents and neighborhoods.
The work involves the installation of temporary poles, transformers, power lines and other equipment in and around the Lahaina area to provide safe and reliable power while long-term, community-driven plans are developed for future energy needs. This temporary infrastructure would not preclude the possibility of underground utilities in the future.

A month after the devastating windstorms and wildfires on Maui, we continue work to restore and rebuild, holding tightly to each other and to the memories of the people and places that have been lost. We have witnessed grace and generosity and compassion without limit, and we have seen immeasurable grit and endurance and strength at work on the ground in Lahaina.
There is still so much to be done, but I want to take a moment to mahalo our Hawaiian Electric ohana from Maui, Oahu, Hawaii Island, Molokai, Lanai and many of our partners in the community for coming together in force. Together, they restored 80% of homes and businesses on Maui in the first week. Today we are at 95%, and we have been going door-to-door in some areas to ensure power can be safely reconnected.
For generations, Hawaiian Electric employees have answered the call to serve their communities. This tragedy has demanded more of them than any event in memory. I have been humbled by their collective commitment, by the support they give to each other and by their endurance to get the job done. Thank you to the many people in our communities who have offered meals, water, notes and just a mahalo or shaka to our employees – it means so much to them and to all of us.

Service disconnections of both Maui residential and commercial customers will be suspended through at least Oct. 17 by order of the Public Utilities Commission. Any threat of immediate disconnection unless payment is made during this time should be treated as a scam. Depending on future circumstances, this special assistance period may be extended.
Even with the moratorium on disconnections, customers facing financial hardship are urged to call Hawaiian Electric at (808) 871-9777 so payment options and schedules can be arranged to help keep payments manageable. While customers will still be responsible for paying their electric bills, Hawaiian Electric will work with Maui customers to find the best options to suit their individual needs.

Power restored for some businesses in West Maui

Hawaiian Electric crews are continuing to safely restore electricity to businesses in West Maui that have completed checking their equipment and received approval from the county emergency operations center for reenergization.
Temporary poles, some of which were shipped from Hawaii Island and Oahu, with more expected in the coming weeks, have been installed in Lahaina in order to allow customers who can safely receive electricity to get access to power. As the Maui community discusses what the future of its energy delivery system will look like, overhead poles are being used as an interim solution in order for customers in Lahaina to safely receive electricity.

Hawaiian Electric working with state and county agencies to minimize risk, support public safety

Hawaiian Electric is working closely with state and county agencies to minimize wildfire risk and support public safety on all the islands it serves. The company has been taking proactive steps to safely keep the lights on during the current Red Flag Warning for leeward areas of all islands.
As Hawaiian Electric continues to collaborate with the Hawaii Department of Defense and state and county emergency management officials, the company has stationed active monitors who are physically surveying electrical infrastructure in more than 30 areas identified as high wildfire risk in Maui County, on Hawaii Island and Oahu to help to ensure safe and reliable service.
U.S. Department of Energy awards $95 million to harden electric grids on Maui and other islands in wake of wildfires

The U.S. Department of Energy has approved $95 million in federal funds in the wake of the Maui windstorms and wildfires to harden the energy grids on the five islands served by Hawaiian Electric and enable them to better withstand severe weather-related events fueled by climate change.
President Biden, who toured fire-ravaged West Maui last week, announced Wednesday that his administration would make the federal funding available under the Infrastructure Investment and Jobs Act (IIJA). The federal funding would pay for half of Hawaiian Electric’s proposed $190 million Climate Adaptation Transmission and Distribution Resilience Program, which was submitted to the Public Utilities Commission (PUC) for approval in June 2022 (Docket 2022-0135). The federal matching funds would reduce the cost of the program to customers by 50%.

Crews safely completed repairs to restore a majority of customers in the Launiupoko to Olowalu area and are completing final steps to restore power to 50 customers in the Upcountry area.
FEMA Disaster Recovery Center

FEMA opened a Disaster Recovery Center today, Friday, Aug. 25, 2023, in Upcountry Maui so residents can learn about local, state and federal assistance programs.
Affected residents are not required to visit the Disaster Recovery Center to register for FEMA assistance, but the center is available for those who would like to speak to a FEMA specialist in person.
Specialists from the U.S. Small Business Administration, which provides low-interest disaster loans to homeowners, renters and businesses of all sizes, will also be at the center.

By the end of this week, Hawaiian Electric estimates that over 95% of Maui customers who lost electricity will have their power back on as crews work to restore the majority of customers in the West Maui and Upcountry areas.
In West Maui, distribution lines to connect customers to a second mobile substation set up in the Lahaina area have been completed and energized. While energized, the crews are taking final steps in the restoration process before power is expected to be restored by this weekend.
In Upcountry, crews are also making progress with clearing fallen trees, managing vegetation, and replacing downed poles. A remaining outage pocket of about 50 customers in the Upcountry area is expected to be restored this weekend.

Maui Bus will implement a new West Maui Express Route #29 starting today, Aug. 24, 2023. The new route combines the Lahaina Islander Route #20 and the West Maui Islander Route #28 together with modifications. There will be hourly service departures from both Kapalua through Kaanapali to Queen Kaahumanu Center and from Queen Kaahumanu Center through Kaanapali to Kapalua starting at 5:30 a.m. The service will run daily and is subject to change. For the exact route schedule, please visit mauicounty.gov/bus or use the free Maui Bus app.
The following Maui Bus routes are currently suspended until further notice:
- Lahaina Islander #20
- Lahaina Villager #23
- Kaanapali Islander #25
- West Maui Islander #28
The Maui County Department of Transportation also announced that all Maui Bus fares for the Maui Bus Fixed Route, ADA Paratransit, and Commuter Service have been suspended due to the ongoing emergency. All services will continue to remain free of charge until further notice.
Helicopter to be used for transmission line inspections on Maui

Hawaiian Electric will be conducting aerial line inspections today from noon to 5 p.m. and tomorrow, Friday, Aug. 25, from 9 a.m. to 5 p.m. to survey transmission lines in West Maui, South Maui and Upcountry areas, weather permitting.
These inspections, conducted via helicopter, will help provide updated views of the island’s transmission lines and other electrical infrastructure in the above-named areas. In some areas, the aircraft may be required to fly low and slow which may cause temporary noise disturbances.

Federal Resource Fair to be on August 26

The offices of U.S. Representative Jill Tokuda and U.S. Senator Mazie K. Hirono will hold a federal resource fair this Saturday, Aug. 26, 2023, at the Lahaina Civic Center Gymnasium from 11 a.m. to 5 p.m.
Tokuda, Hirono and their staff will be on-site with a collection of federal, state and county agencies to help residents who’ve lost personal documents or need assistance with housing, health care or other services. Staff will also provide ongoing direct support for everyone to ensure that their individual issues are fully resolved in an expedited manner.

A shuttle service will provide transportation to the resource fair for residents staying at the following Red Cross shelter hotels: Honua Kai, Royal Lahaina, Kaanapali Beach Hotel, Westin Maui (Kaanapali) and the Hyatt Hotel (Kaanapali). The shuttle will begin circulation at 10 a.m.
It’s important to note that this is not a town hall, but an event specifically designed for those impacted. Staff asks the public to honor this so they can serve those who are in the most need immediately following the crisis.

Hawaiian Electric energized a second mobile substation in the Lahaina area today as crews work to restore a majority of West Maui customers by this weekend and continue to safely rebuild sections of Maui’s electric grid.
Connecting a mobile substation to the grid is a complex process that takes time to safely connect customers. Substations step down power from high-voltage transmission lines to lower-voltage distribution lines that serve neighborhoods. Crews are working to build new distribution lines from the mobile substation to complete restoration to customers in the Launiupoko to Olowalu area.

Power has been restored to one of West Maui county’s wastewater pumping stations as Hawaiian Electric continues to safely rebuild sections of Maui’s electric grid. Installation of the second mobile substation in the Lahaina area has also been completed, and crews are now working to build new distribution lines from that mobile substation to complete restoration to customers in the Launiupoko to Olowalu area.
More than 80% of the customers who lost electricity have their power back on. More than 90% of all customers on Maui have electricity. Approximately 1,800 customers in Olowalu, Lahaina and some surrounding areas remain without power.

The transmission line connecting Kaheawa Wind Power I to Lahaina has been restored in Hawaiian Electric’s continuing efforts to safely rebuild sections of the grid on Maui.
More than 80% of the customers who lost electricity have their power back on. More than 90% of all customers on Maui have electricity. Approximately 1,800 customers in Olowalu, Lahaina and some surrounding areas remain without power.

In coordination with state and county response efforts on Maui, Hawaiian Electric crews are working to restore a critical circuit in West Maui that serves essential services, such as grocery stores and pharmacies, along with a county wastewater pumping facility in the Lahaina area.
Once that circuit is restored, coordination between county response teams and individual businesses and properties will determine next steps toward respective reopening at these commercial facilities.
In West Maui, crews are also working to restore a second critical circuit in Lahaina that serves additional businesses that provide essential services in the upcoming week. Installation of a second mobile substation that will serve the Launiupoko to Olowalu area is continuing. Approximately 1,800 customers in Olowalu, Lahaina and some surrounding areas remain without power. Hawaiian Electric has begun contacting those whose electricity may be restored beyond this week. Crews continue working to restore pocket outages in Upcountry.
Federal Resource Fair

A federal resource fair will be held tomorrow from 1 p.m. to 5 p.m. at the Maui Economic Development Board’s Malcolm Center in Kihei (1305 North Holopono Street). Agencies will be available to assist people with replacing passports and social security cards. FEMA and the veteran’s administration will also be present for healthcare support and disaster aid. Shuttle services will be provided from the South Maui Community Park Gymnasium.

Maui lost homes and businesses, places of worship and cherished historic places. My heart breaks over and over, alongside all of Hawaii, for the people, communities and aina of Maui. While the loss is unimaginable, Maui’s spirit, strength and resilience endures.
For generations past, present and future, our kuleana is to Hawaii. Hawaiian Electric is a company of Hawaii, for Hawaii, and Maui is part of our ohana. When ohana needs you, you show up. We are not spectators or detached observers. This is us. We are thousands of people across five islands who call Hawaii our home, including many personally impacted by the windstorm and fires. We are here for Maui and its people however long it takes.

MONDAY UPDATE 4:30 P.M.: Crews restore about 80% of customers on Maui

Hawaiian Electric has restored power to about 80% of the customers who have been without electricity since Tuesday. Crews are continuing response efforts to restore about 100 customers in Upcountry and approximately 2,300 customers in West Maui. This estimated outage count has been adjusted downward to account for structures that were damaged or destroyed.
In West Maui, the focus continues to be safely restoring areas that provide essential public services as well as facilities serving first responders and the emergency response efforts. This includes services and resources such as water, wastewater, gas stations, and hotels that are being planned for temporary shelter.
Earlier today, crews restored power to the Lahaina Civic Center and are working to bring other emergency response facilities in the area back online. Crews also completed the installation of the mobile substation in the Lahainaluna area and are working to bring it online. Once online, the mobile sub is expected to restore power to homes, schools and county facilities mauka of the Lahaina Bypass Road. This complex process takes time to safely connect customers. FEMA Transitional Sheltering Assistance (TSA)

FEMA Federal Emergency Management Agency has activated the Transitional Sheltering Assistance (TSA) and Critical Needs Assistance (CNA) programs for wildfire survivors in Maui County. These programs provide relief to survivors by supplying shelter or money to cover urgent necessities.
The TSA program allows for shelter in pre-identified hotels or motels for a limited amount of time. Payment is made by FEMA.
The CNA program provides a one-time $700 payment per household.

Governor Josh Green and the Hawaii Housing Finance and Development Corporation (HHFDC) today announced the launch of the Hawaii Fire Relief Housing program aimed at connecting Maui residents affected by the recent wildfires, with property owners who wish to provide them with rooms, dwelling units, houses and other accommodations immediately.
Program application forms will go live tomorrow, Aug. 14, 2023, at 8 a.m. on HHFDC's website at dbedt.hawaii.gov/hhfdc. A list of available properties should be online by Tuesday, Aug. 15, 2023. The program will remain active indefinitely.

The Mobile Health Vehicle will be open from 11 a.m. to 6 p.m., no appointment necessary. Hawaiian Electric restored additional circuits today in West Maui, picking up customers along the Kaanapali Coast, including many of the hotels, resorts and condominiums that had been without electricity since Tuesday.
Since Friday, service has been restored to about 5,500 customers in West Maui. Once power is fully restored to the resort area, state and Maui County officials will work with participating hotels and resorts to provide rooms for displaced residents who have been in shelters since the fire.

Today, crews are setting up a mobile substation at the damaged Lahainaluna substation to help restore power to customers in the neighboring subdivision, which includes homes, three schools and county water facilities. Crews today are also working to replace some of the estimated 40 poles and other equipment damaged by the fire and high wind. Additional damage assessments by helicopter in the air and on the ground are being conducted and extensive restoration repairs are continuing in areas that are safe and accessible.

FRIDAY UPDATE 6 P.M.: Hawaiian Electric restores power to parts of Napili, Puukolii, Mahinahina

Hawaiian Electric has restored power to one of three main transmission lines serving West Maui and restored service to some customers in Napili, Puukolii, and Mahinahina where essential public services, such as water pumps, and first responder facilities are located.
Crews are continuing work to restore remaining pockets in these areas and restoring additional essential public services and facilities serving first responders in the Kapalua area. The number of customers restored is still relatively small and the aim is for additional circuits to be brought online tonight and this weekend.
Restoring transmission lines is an essential first step in the restoration process. Transmission lines are the backbone of the electric system, bringing electricity from generating stations to neighborhoods. From there, substations and neighborhood circuits need to be repaired to restore service to customers.
Hawaiian Electric is currently focusing on:
- Upcountry: Restoring remaining pockets of customers, where an estimated 70 customers remain out of power.
- Advising customers in other areas of West Maui without power to prepare for extended outages that could last several weeks. Crews are continuing to conduct additional damage assessments by helicopter in the air and on the ground and starting restoration repairs in areas that are safe and accessible.
- Reminding everyone to exercise caution as certain areas are brought back online, to stay away from downed power lines – at least 30 feet or more (at least two car lengths). If you see a downed power line, assume it is energized and dangerous. Report downed lines immediately by calling Hawaiian Electric’s Maui Trouble Line at 808-871-7777.
About 300 Hawaiian Electric employees and contractors from Maui, Oahu, Hawaii Island, Molokai and Lanai are working on the massive damage assessment, repair and restoration effort. In continued coordination with State and County emergency response efforts, Hawaiian Electric crews today are continuing to make repairs in areas that are safe and accessible.
As part of this response effort, the company is currently focusing on:
- Upcountry: Restoring remaining pockets of customers, where an estimated 70 customers remain out of power.
- West Maui: Conducting additional damage assessments by helicopter and drone in the air and on the ground and starting restoration repairs in areas that are safe and accessible. Restoration will first focus on essential public services and facilities serving first responders and emergency response efforts in the areas of the Lahaina Civic Center, Mahinahina, Napili, and Kapalua.
- Advising customers in West Maui without power to prepare for extended outages that could last several weeks in some areas.
- Reminding everyone to exercise caution as certain areas are brought back online, to stay away from downed power lines – at least 30 feet or more (at least two car lengths).If you see a downed power line, assume it is energized and dangerous. Report downed lines immediately by calling Hawaiian Electric’s Maui Trouble Line at 808-871-7777.
- Reminding if using a portable generator, carefully follow instructions in the manufacturer's manual, for your safety and the safety of Hawaiian Electric employees working to restore electricity to the distribution system. Don’t plug household electrical outlets to the generator. Instead, plug your equipment or appliance directly into the generator. Make sure the wattage requirements of the appliance don’t exceed the capacity of your generator or extension cord. Also, be sure to provide adequate ventilation for exhaust and cooling. And store reserve fuel in a safe place away from the generator or any other equipment that might ignite the fuel; use containers designed for fuel storage.
HEI Charitable Foundation Donates $100,000 to Maui United Way and Hawaii Community Foundation

Hawaiian Electric Industries (HEI) (NYSE: HE) has pledged to donate $100,000 to support relief efforts relating to the wildfires on Maui:
- $50,000 will be contributed to Maui United Way
- $50,000 will be contributed to Hawaii Community Foundation - Maui Strong Fund
“Our hearts are with Maui and those affected by the devastating wildfires,” said Scott Seu, HEI president and CEO. “Our foundation is working with our nonprofit partners to provide resources where they are needed most. Mahalo to everyone in the community working together and contributing to this important cause.”
The HEI Charitable Foundation has a longstanding partnership with Maui United Way and Hawaii Community Foundation. HEI’s donation will go toward these nonprofit organizations’ efforts to provide relief to individuals, families and community groups directly affected by the wildfires on Maui.

Hawaiian Electric is currently coordinating and assisting with State and County emergency response efforts in West Maui. As part of this response effort, the company is currently focusing on:
- Ensuring safety and supporting the State and County emergency response, which includes our crews assisting with first clearing and maintaining access to impacted areas in West Maui today
- Starting critical damage assessments to begin restoration efforts once areas are safe and accessible
- Asking West Maui customers without power to prepare for extended outages that could last several weeks in some areas.
Approximately 12,400 customers in West Maui remain without power as access continues to be limited to many impacted areas due to safety and emergency response concerns. Damage assessments and restoration efforts will advance as areas become safe and accessible.

Hawaiian Electric is asking for continued patience from affected West Maui and Upcountry customers without power and for affected customers to plan for extended outages as access to many impacted areas is limited due to safety and emergency response concerns.
"We are all hands on deck in supporting and responding to Maui communities affected by the outages, active wildfires, and sustained high wind damage," said Shayna Decker, Hawaiian Electric spokesperson. "Our focus right now is the safety of our communities, customers, and workforce and prioritizing power restoration to areas that our crews can safely access. We continue to actively monitor the fluid wildfire situation and will move our restoration efforts to other areas if and as they become safe and accessible. We appreciate the continued understanding and ask customers to please prepare for possible extended outages as we conduct damage assessments and make extensive repairs."
Hawaiian Electric asks West Maui, Upcountry customers to prepare for possible extended outages into this evening

As high winds continue to impact the electrical system on Maui, Hawaiian Electric is asking currently affected customers in West Maui and Upcountry to potentially prepare for an extended outage into the late evening as crews are working to complete extensive repairs in these areas. Customers not restored by 7 p.m. this evening can plan for possible overnight outages.
Additional crews are arriving from Oahu to help with the restoration efforts. The company has also activated its Incident Management Team and is working closely with County of Maui Emergency Management Agency and other emergency response organizations.
