Oahu Non-Wires Alternative Utility-Scale or Distributed Energy Resource Grid Services EOIs

Hawaiian Electric is seeking feedback on two Non-Wires Alternative Expressions of Interest. The Expressions of Interest for Non-Wires Alternative Utility-Scale or Distributed Energy Resource Grid Services (Ewa and Kapolei Areas) (“CEIP NWA EOI”) is for developers or aggregators interested in developing cost competitive projects in the Ewa and Kapolei areas on the island of Oahu. The Expressions of Interest for Non-Wires Alternative Utility-Scale or Distributed Energy Resource Grid Services (Central Oahu Area) (“Ewa Nui NWA EOI”) is for developers or aggregators interested in developing cost competitive projects in the central Oahu area.

CEIP Non-Wires Alternative EOI

Through the CEIP NWA EOI, Hawaiian Electric is seeking information to determine whether there are cost competitive NWAs to the traditional wires solution in the Ewa and Kapolei areas on the island of Oahu that will support grid reliability after the retirement through significant load growth in west Oahu beginning in the year 2025. Developers or aggregators who are capable of developing utility-scale renewable projects or aggregating DER/EE in the Ewa and Kapolei areas of Oahu are encouraged to submit comprehensive responses to this request. General performance requirements are provided in the EOI.

Ewa Nui Non-Wires Alternative EOI

Through the Ewa Nui NWA EOI, Hawaiian Electric is seeking information to determine whether there are cost competitive NWAs to the traditional wires solution in the central Oahu area on the island of Oahu that will support grid reliability through significant load growth in central Oahu beginning with triggering overloads in the year 2026. Developers or aggregators who are capable of developing utility-scale renewable projects or aggregating DER/EE in the central Oahu area are encouraged to submit comprehensive responses to this request. General performance requirements are provided in the EOI.

For both NWA EOIs, interested parties are requested to complete the respective Questionnaires (see Appendix A for each EOI) and submit the information to Hawaiian Electric as stated below by March 10, 2023.
