The Hawaiian Electric Companies hereby revise the Grid Services RFP via this addendum and attached Appendices A thru E to provide an opportunity for qualified respondents to submit a Best and Final Offer based on additional information and requirements provided by the Companies.

Hawaiian Electric Companies hereby invites qualified vendors (referred to herein as "Respondents"), including curtailment service providers, load aggregators, energy services companies and demand response service providers to provide proposals to deliver grid services (as defined herein) utilizing demand-side resources. As used herein, the term "Companies" can refer to any individual operating company, or to all three operating Companies. It is acceptable for a Respondent to provide a proposal to a single operating company (or in the case of Maui Electric, to any of the three islands served by Maui Electric). In such instance, a reference to "Companies" in this RFP should be construed to apply to the relevant individual operating company.

The purpose of this RFP is to procure "grid services" provided from customer-sited, demand-side resources. The Companies consider "grid services" to consist of "capacity" and "ancillary services." This RFP represents a unique opportunity for both Respondents and the Companies to develop an innovative portfolio of demand-side resources that meet a variety of grid service needs, while also providing additional choices and benefits for the Companies' customers. In that regard, this RFP is soliciting innovative proposals whereby the Respondent will deliver fully functional capacity and/or ancillary services resources that will defer or replace planned supply-side resource additions. Proposals that do not result in the delivery of a fully functional grid service to one of the Companies' systems using demand-side resources will not be considered at this time. Delivery of a fully functional grid service includes implementation and ongoing maintenance of the complete set of services specified in section 4.5.1 of this RFP.

The demand-side resources that provide the grid services requested in this RFP must be electrically interconnected on the customer side of the revenue meter. This means that the demand-side resource must result in a measureable electrical response as measured at the customer's meter. Provided that the forgoing requirement is met, Respondents may submit proposals that employ controllable customer loads, energy storage devices, and/or generation. Proposed resources must also meet the other technical and business requirements set forth in this RFP. Resources proposed in response to this RFP that are interconnected on the customer's side of the meter and that are intended to be operated in parallel with the Company's system (e.g. generation and energy storage systems) at any time, must meet the interconnection requirements included in the Company's Rule 14 Section H or otherwise appropriate interconnection tariff applicable to such resources. Any proposals that rely on resources that are not able to meet the forgoing requirements in this paragraph will not be considered at this time.
