Customer Incentive Programs

EnergyScout

The goal of Hawaiian Electric's new EnergyScout program is to help keep the electric grid stable and prevent unplanned outages when electricity demand may exceed generation capacity. Customers enrolled in the program proactively reduce their electrical consumption during such emergencies and are rewarded with financial incentives.


Residential Direct Load Control Program (RDLC) (EnergyScout™ for Residences)

With EnergyScout™ for Residences, Hawaiian Electric installs a free device that can temporarily turn off water heaters or cycle air conditioners in your home for typically no more than one hour at a time. Hot water stored in your water heater can still be used normally and your air conditioner will continue to run but for shorter periods. RDLC participants receive a bill credit on the electric bill each month for $3 for each water heater and/or air conditioner enrolled in this program, whether or not an event is triggered.

Events may be “dispatched” by Hawaiian Electric Systems Operators or events may be automatically triggered to protect the grid frequency, known as “underfrequency” events. Dispatch events may last for at least one hour and underfrequency events typically last for only a few minutes.

Small Business Direct Load Control Program (SBDLC)

(EnergyScout™ for Business)*

With EnergyScout™ for Small Business, Hawaiian Electric installs a free a device that can temporarily turn off water heaters or cycle air conditioners, typically for no more than one hour at a time. Hot water stored in the tank can still be used normally and air conditioning will continue to run but for shorter periods. SBDLC participants receive a check or credit on their electric bill each month for $5 for each water heater and $5 for each ton of a/c enrolled, whether or not an event is triggered.

Events may be "dispatched" by Hawaiian Electric System Operators or events may be automatically triggered to protect the grid frequency, known as "underfrequency" events. Dispatch events may last for at least one hour and underfrequency events typically last for only a few minutes.

Currently, 161 customers participate in the SBDLC program, representing 1 megawatt of controllable peak demand.

Large Commercial and Industrial Direct Load Control (CIDLC)

(EnergyScout™ for Business)**

With EnergyScout™ for Business, Hawaiian Electric installs a free a device that can temporarily curtail customer designated loads, typically for no more than one hour at a time. Current program participants have designated from 50 kilowatts up to 5 megawatts of curtailable load. In return, DLC participants receive monthly incentives in the form of bill credits or checks. Monthly incentives are paid regardless of whether a DR event occurs or not. When a DR event is triggered for more than one hour, participants receive an additional Energy Reduction Incentive.

DLC participants participate at two different levels: (1) Dispatch or (2) Dispatch & Under Frequency. In the Dispatch scenario, customers have 1 hour after notification to drop their load. The device Hawaiian Electric installs senses the drop in system frequency, curtails loads immediately and then sends a notice that an under frequency event has occurred.

Currently, 43 customers participate in the DLC program, representing 18.2 megawatts of controllable peak demand.
