Molokai Stage 2 RFP

On February 27, 2019, the Commission issued Order No. 36187 (PDF) in Docket No. 2017-0352, Providing Guidance in Advance of the Hawaiian Electric Companies' Phase 2 Draft Requests for Proposals for Dispatchable and Renewable Generation. The order requests that the Companies’ plans for competitive procurements for Molokai and Lanai be filed in docket 2017-0352 in the near term. On August 29, 2019, the Commission issued Order No. 36493 (PDF) opening Docket No. 2019-0178 related to the Hawaiian Electric Companies proposed plans to proceed with competitive procurement of variable renewable dispatchable generation paired with energy storage on the islands of Molokai and Lanai.

Molokai RFP

June 9, 2021

On March 29, 2021, Hawaiian Electric submitted the proposed plan for the Molokai Request for Proposals (“Molokai Plan”), which consists of a three-step approach to accelerate procurements on Molokai while also incorporating community and stakeholder input.

On June 3, the Commission provided notice that it will hold a Status Conference on Tuesday, June 29, 2021, from 1:00-3:00pm to review Hawaiian Electric’s Molokai Request for Proposals filed on March 29, 2021, the CBRE program for Molokai (filed in Docket 2015-0389), and stakeholders’ comments in response to these filings in the Molokai/Lanai RFP proceeding (Docket No. 2019-0178). The Commission will also livestream the Status Conference via YouTube for public viewing and will provide information about that YouTube link in the docket and on the Commission’s website, https://puc.hawaii.gov prior to the Status Conference.


Molokai RFP

January 25, 2021

Maui Electric Company, Limited (the “Company”) provides the following update for the Final Request for Proposals for Variable Renewable Dispatchable Generation Paired With Energy Storage for the Island of Molokai filed on November 27, 2019 (“Molokai RFP”). In the Status Update on the Selection of the Final Award Group and Next Steps filed on November 2, 2020 in Docket No. 2019-0178, the Company explained that the Final Award Group awardee had elected to withdraw from the Molokai RFP.

In light of this decision by the Final Award Group awardee, and after consultation with and concurrence of the Independent Observer, the Company has concluded that the next highest ranked project does not show sufficient benefit to justify selection as a replacement Final Award Group awardee. Therefore, since the Molokai RFP and subsequent Best and Final Offer and Pricing Refresh rounds has not resulted in an approvable project, the Company respectfully proposes to close the Molokai RFP.

The Company will continue to work with the Independent Observer and keep the Commission apprised of the Company’s progress.

Molokai and Lanai RFP Update (December 4, 2019)

Maui Electric Company, Ltd. ("Company") is seeking proposals for the Variable Renewable Dispatchable Generation Paired with Energy Storage ("RFP") for the Company's Systems on the islands of Molokai and Lanai. For the purpose of siting projects to fulfill the RFPs, the Company is offering potential Proposers a site visit at the following locations and dates:

Molokai Site Visit

  • Date: Tuesday, December 17, 2019 from 9:30 a.m. to 10:30 a.m. (HST)
  • Location: Company's Palaau site

Lanai Site Visit

  • Date: Wednesday, December 18, 2019 from 10:00 a.m. to 11:00 a.m. (HST)
  • Location: Pulama Site and the Company's interconnecting Miki Basin switchyard

Please note that attendees will be required to sign a waiver and hold harmless agreement.

Final Variable Renewable Dispatchable Generation Paired with Energy Storage RFPs

RFP Update (December 2, 2019)

Maui Electric Company submitted to the PUC their Final Variable Renewable Dispatchable Generation Paired with Energy Storage RFPs and supporting documentation for the islands of Molokai and Lanai on November 27, 2019 as directed under Order No. 36776. The final RFP documents are available at the links below.

The RFPs are now open. Bidders must submit proposals via Power Advocate, an electronic procurement platform. See Appendix B and Appendix D of the RFPs for registration, user information and instructional information. Bids must be received through PowerAdvocate by Friday, January 31, 2020, 2:00 p.m. Hawaii Standard time (HST). (Company Self-Build proposals and Affiliate proposals must be submitted in accordance with RFP Section 1.9 by Thursday, January 30, 2020, 2:00 p.m. HST.)

On August 29, the Commission issued Order No. 36493 (PDF) and created a new proceeding, Docket No. 2019-0178, to receive filings, review approval requests, and resolve disputes related to the Companies' Molokai and Lanai Draft. Please refer to this docket instead of Docket No. 2017-0352.

Molokai and Lanai RFP Status Conference (September 3, 2019)

The Commission also scheduled a Status Conference (PDF) for Thursday, September 5, 2019 from 9:00 am to 10:30 am at the Public Utilities Commission, 465 South King Street, #103, Hearing Room, in downtown Honolulu.

In the interest of maximizing time for questions after the Companies' presentation, the Commission instructs any interested stakeholders (i.e., anyone other than the Hawaiian Electric Companies and the Consumer Advocate) to email Samantha Ruiz at samantha.n.ruiz@hawaii.gov, providing an RSVP indicating (1) if you will be attending the status conference (a) in-person or (b) by phone, and (2) if you intend to ask questions of the Hawaiian Electric Companies following their presentation. Announcements

  • The Public Utilities Commission hosted a status conference on February 7, 2019 with the Hawaiian Electric Companies, Consumer Advocate, and interested stakeholders to discuss plans for Phase 2 of the recently completed RFP process. At the conference, the Companies presented their proposed plans (PDF) for Phase 2 of the RFP. Further guidance will be provided by Order in the subject docket (2017-0352).
