Overhead Power Line Replacement project in Kalaeloa
Starting September 2026, Hawaiian Electric plans to begin construction to replace existing overhead power lines along Roosevelt Avenue in Kalaeloa to improve system reliability and to safely serve projected electricity demand in West Oahu. This project is designed to avoid possible circuit overloads on the sub-transmission lines that serve the area.
Key elements of the project include:
- Replacing approximately 12,500 feet of the existing 46-kilovolt (kV) overhead lines on the CEIP-46 circuit along Roosevelt Avenue, between the CEIP Substation and Fort Barrette Road
- Reconfiguring approximately 850 feet of underground circuit within the CEIP Substation
- Replacing 20 existing utility poles and installing one new pole
The project location is shown in red on the map below.

Minimal visual impact is expected since the existing overhead pole alignment will remain unchanged. The new poles will be similar in height and configuration to the existing poles, ranging from approximately 65 to 85 feet tall. The closest residence is located approximately 135 feet from the project area.
Hawaiian Electric filed an application (Docket No. 2023-0345) with the Hawaii Public Utilities Commission (PUC) to construct the 46kV reconductoring project. On May 27, 2025, the PUC issued Decision and Order No. 41730 approving Hawaiian Electric’s request. Construction is anticipated to be completed and the project placed in service by the end of April 2027.
