Customer Energy Resource (CER) Equipment

Hawaiian Electric has adopted the IEEE 1547-2018 standard for customer energy resource (CER) systems to interconnect and operate within Hawaiian Electric's service territory. Our Source Requirement Document Version 2.0 ("SRD V2.0") requires that equipment meet the technical specifications and standards as specified in IEEE 1547-2018 for normal operating performance (Category B) and abnormal operating performance (Category III). Also, Hawaiian Electric will require additional certification requirements specified in SRD V2.0 that are necessary to support the safe and reliable operation of Hawaii's grids. These higher reliability requirements are required, in part, due to the high levels of legacy CER systems.

As of January 1, 2022, we no longer accept inverters certified to the UL 1741 SA standard using the older SRD V1.1 certification requirements. After February 1, 2023, we require equipment certified to the published version of UL 1741 SB (Publication date of September 28, 2021, or later), a standard using the SRD V2.0 (or higher) certification requirements.

CER Equipment Certifications

As of February 1, 2023, only SRD V2.0 certification will be accepted. Please note that we may periodically update SRD certification requirements. Please contact DER-Qualify@hawaiianelectric.com for the latest updates and to verify the latest certification requirements and procedures.

SRD 2.0 - The latest certification requirement for IEEE 1547-2018, using the UL 1741 SB testing protocol with SRD V2.0. Nationally Recognized Testing Laboratory certificates for equipment must reference UL 1741 SB and the publication date of September 28, 2021, or later.


Grid Support Utility Interactive Inverters

Hawaiian Electric maintains a list of qualified equipment that meets the criteria for performing necessary Grid Support Utility Interactive functions. If your chosen equipment is not on this list, we encourage you to check whether the manufacturer plans to certify their equipment for use in Hawaii.

All equipment must be formally certified to perform the Grid Support Utility Interactive Inverter functions required in Oahu Rule 14H (PDF)/Maui County Rule 14H (PDF)/Hawaii Island Rule 14H (PDF) at the time of the interconnection application.

    All New Equipment Listing Applications:

    Please use SRD V2.0 Instructions (PDF) for compliance. Required documents for submittal.

    • [Required] Certificate of Compliance issued by NRTL (“Certification Record”, as it’s called by MET), indicating the certification to Hawaiian Electric’s SRD V2.0 and UL UL1741 SB 3rd edition. Must include model and firmware number.
    • [Required] UL 1741 3rd edition (inclusive of Supplement B) test report. Must include model with maximum continuous output power (Kilowatts or Watts) or nominal output power (Kilowatts or Watts).
    • [Optional] SRD V2.0 Test Range Requirements (EXCEL) - fill in column C only. Please include the Test Ranges for equipment should they not be included in the UL1741 test report.
    • [Required] Utility-Required Profile (URP) Default Rule 14h settings (EXCEL) - fill in column C only. Please use this document as the reference for all settings defaults for the settings instruction’s requirement.
    • [Required] Instructions on how to read screen shots*. Must include screenshot of default setting, description of setting values (calculations, value conversions, etc.), and default value. Please specify if the settings instructions apply to all manufacturer equipment via grid code or are unique to the equipment in the application.
    • [Optional] Form Rule 22 (DOC) - only required for non export programs (CSS and NEM+). Must include model, one-line diagram, firmware number, and additional equipment (meters, gateways, etc.).

    *Hawaiian Electric is working to standardize on the EPRI URP format for settings reporting. Until this format is officially adopted, please provide screenshots that may be used by installers to provide Hawaiian Electric proof that inverter settings are in compliance with Rule 14H.

    Equipment Listing Application via Equivalency Letter:

    • [Required] Letter of Equivalency – a signed letter from the equivalent manufacturer. Equivalent equipment should exist on the current Qualified Equipment List. Must include a description or table relating the models with the equivalent equipment models.
    • [Optional] Form Rule 22 (DOC) - only required for non export programs (CSS and NEM+). Must include model, one-line diagram, firmware number, and additional equipment (meters, gateways, etc.).

We review submitted information before equipment can be added to the Qualified Equipment List. We do not confirm manufacturers' self-reported information. The equipment on this list has undergone tests to achieve minimal safety and performance standards. We make no claim or warranty of the equipment’s safety, performance or durability. All those considering installing solar energy systems are encouraged to conduct their own research.

The Qualified Equipment List is updated on the 1st and 15th of each month. After October 1, 2022, the Company will transition to a single list of qualified equipment that meets the IEEE 1547.1-2020 and SRD V2.0 or greater standards.

Background

State-of the-art customer energy resource systems have special capabilities that support the electric grid. Unlike older legacy systems, newer equipment that meets the IEEE 1547-2018 standard can control the flow of electricity, which is beneficial to all customers.

To assure customers that CER systems are performing as designed, we have a monitoring program to evaluate pre-existing and post-installation grid conditions that may impact the performance of rooftop solar systems. Customers will benefit from the monitoring program by having faster interconnection while Hawaiian Electric continuously monitors the conditions on the grid to ensure the safe and reliable operations for all customers.
